Organization: County of Tulare – Visalia, California.

Population Served: 62.7% Hispanic, 30.6% White, 3.2% Asian, 1.3% African American, 1.4%. 51.5% of the population live under the 185% Federal Poverty Level.

Grant Type: Community Mission Grant.

Project: Tulare County P.A.C.K. (Project Access Care Kit).

Problem: Homelessness is steadily rising within Tulare County. Annual Point-in-Time (PIT) count numbers reveal an increase in the homeless population by 40% since 2013. As of 2018, 66% of the homeless population was unsheltered. Many individuals who are experiencing homelessness choose not to seek health services in order to safeguard their personal belongings. This eventually leads to poorer health and social outcomes for the individuals.

Solution: Partnering with Kings/Tulare Homeless Alliance, Tulare County will use the grant funding from Capture Cares to purchase backpacks and other tangible items for individuals experiencing homelessness. Items included in the backpacks have been selected to address hygiene, safety and public health concerns (such as sunscreen, toothbrushes, first aid kits, etc.). With their items protected, this will allow those who are experiencing homelessness easier access to health and social services.
